Staff help small business owners navigate permitting process

small business liaisons

The City of Daytona Beach understands how important small businesses are to the health and vitality of its local economy. To help guide prospective business owners through the necessary steps, the city has two dedicated staff members to serve as liaisons during the process of opening a business.

“Small businesses are the cornerstone of a thriving marketplace,” said City Manager Deric C. Feacher. “Opening one shouldn’t be difficult. Dedicated staff are on hand to work directly with entrepreneurs to quickly resolve questions or challenges.”

Project Manager Kimberly Flaherty and Economic and Strategic Opportunities Director Jeff Brown can help prospective business owners navigate the city’s zoning and permitting processes, licensing requirements and regulatory issues.

Flaherty, who has been with the city since 2017, is certified as a code enforcement officer, zoning inspector, permit technician, property maintenance and housing inspector, fire safety inspector and fire plans examiner. Flaherty can be contacted in person at City Hall, 301 S Ridgewood Ave., suite 127, by phone at (386) 671-8264 or via email at

With more than 30-years’ experience working for local governments, Brown has been with the City of Daytona Beach for more than a year. He has significant experience with attracting transformative projects, creating affordable housing, coordinating FEMA projects and managing infrastructure projects. Brown can be reached at (386) 671-8245 or
