Grant Funding from Volusia County’s Transform386 program

DAYTONA BEACH APPLIES FOR GRANT FUNDING FROM VOLUSIA COUNTY’S TRANSFORM386 PROGRAM

The city applied for $9,504,500 in grant funding to replace four critical lift stations under Volusia County’s Transform386 program. All four lift stations, originally built in the 1950s, are located within FEMA’s Special Flood Hazard Areas and serve low—to moderate-income areas within the city. The city’s funding request will go before the County Council for approval at their Nov. 19 meeting. County staff is recommending the funding of these projects. 

What is a wastewater lift station? 

A lift station plays an important role in moving sewage (or wastewater) to a wastewater treatment plant. It pumps raw sewage from a lower elevation to a higher elevation, assisting with its journey to the treatment plant. 

Benefits of replacing outdated lift stations 

During significant storms, lift stations often lose electricity and are inundated with rainwater, causing potential overflows and system backups. All submitted requests for new lift stations include emergency generators and components to be constructed to current city standards and above the 500-year floodplain elevation. 

These projects may prevent thousands of structures from having sewage backups during storm events. 

Timeline 

If grant funds are awarded, new lift stations must be designed, permitted and subject to a competitive bid process. Under ideal conditions, the time from start to finish is expected to take 45 to 52 months.

ZONE 2 ELECTION RESULTS

With 67.3% of ballots cast, voters in Zone 2 reelected Ken Strickland as their representative on the City Commission. Commissioner Strickland will be sworn in at City Hall 6 p.m. Wednesday, Nov. 20, along with Mayor Derrick L. Henry and Commissioners Stacy Cantu (Zone 4) and Paula R. Reed (Zone 6), who ran unopposed.

CITY CONTINUES PIPE INVENTORY PROGRAM TO IDENTIFY LEAD PIPES 

As required by the United States Environmental Protection Agency (EPA) and its Lead and Copper Rule Revisions (LCRR), the City of Daytona Beach is developing a service line material inventory for its water system. Identifying water service line materials helps protect water customers from the potential health hazards of lead. There are 32,344 service line connections throughout the city’s distribution system, nearly 19,000 of which were constructed before 1978, the year lead pipes were banned in Daytona Beach. The material in these water service lines is unknown, and a mailing was recently sent to these households. It includes an interactive map and a link to an online survey.

FLORIDA REDEVELOPMENT CONFERENCE 

The city’s Redevelopment and Neighborhood Services team recently attended the Florida Redevelopment Conference, where Project Manager Phebe Fuqua led a breakout session for conference attendees. Phebe presented Revitalizing Horizons, which provided insight into how communities can be nurtured through strategic redevelopment. She also shared the City of Daytona Beach CRA’s accomplishments, current strategies and recent accomplishments. 

Through metaphors, inspiring words and humor, she left attendees with the message:

Bike week logo

APPLY NOW TO BE INCLUDED IN BIKE WEEK MASTER PLAN

The application window is open for businesses and property owners wanting to be included in the 2025 Bike Week Master Plan. The deadline for electronic submittal is Friday, Nov. 22. The Master Plan will be submitted to the City Commission for approval of the event’s outdoor activities, parking areas and vendors on private property. The 10-day bike event will be Feb. 28 to March 9, 2025.

RIVERFRONT & MANATEE ISLAND DAY DOCKS (UPCOMING):

Due to Hurricane Milton, the day docks at Manatee Island and the Riverfront Esplanade are closed. The finger docks were torn from the main floating dock, and pile guides, boards, electrical covers and tri-frames were damaged. This project will go out to bid in the near future.

NEW PARK SIGNAGE (UNDER CONSTRUCTION):

New park signs have been installed at Henry Lee Park, Sunnyland Park, Suburbia Park and Oleander Park. This month, the Cherry Cultural & Educational Center will receive new signage, including a digital sign promoting the center's programs and city events.

JACKIE ROBINSON BALLPARK (UPCOMING):  

Several upgrades to historic Jackie Robinson Ballpark are planned through 2026. This month, 1,329 plastic grandstand seats will be replaced. Seats will be removed this month. Removed seats can be purchased for $50 each, with proceeds supporting the Tortugas Care Foundation. Visit www.milb.com/daytona for more information. A new audio system is expected to be under construction by spring 2025. Phase one of the project is expected to be finished in early 2026.

Main Street Arch

MAIN STREET ARCH (UNDER CONSTRUCTION):

Demolition has started with removing all existing coquina on the nearly 90-year-old arch. Once demolition is finished in the coming weeks, crews will start formwork for the new concrete beams and columns. The $830,000 project to rehabilitate the iconic landmark is expected to be finished by the summer of 2025.

Daytona Beach Pier

DAYTONA BEACH PIER (COMPLETE):

Minor damages from Hurricane Milton were identified to the Daytona Beach Pier. Damage included missing deck boards and white plywood, two broken cross braces, broken lights, and the gate to the fishing portion of the pier. All repairs have been made and the pier is now open.

Electric Vehicle Charging

ELECTRIC VEHICLE CHARGING STATIONS (ALMOST COMPLETE):

All electric vehicle charging stations are installed and running except at Breakers Oceanfront Park. Crews are in the process of transferring the meter from Joe's Crab Shack to the city. Patrons can charge their vehicles at City Hall, Cherry Cultural & Educational Center, the corner of Beach Street and Magnolia Avenue and the Florida Tennis Center.
